If leave was requested and denied and the employee is absent anyway, it is unexcused.
Leave not approved in advance may be unexcused if the employee was previously warned in writing that advance approval is required. Consequences can include leave without pay and possible discipline for repeated issues.
A supervisor may allow the employee to reduce leave balances to cover time off but should note that the time is still an unexcused absence.
Sick leave is not unexcused if the employee provides a valid doctor’s note within a reasonable time after request or return.
