What if a building is uninhabitable?

If a worksite is unsafe (power outage, flooding, damage), affected employees may get administrative leave with pay for scheduled hours. Employees required to work may earn regular comp time up to their schedule and overtime beyond that per FLSA status.

Only employees directly affected qualify. Those reassigned to a safe worksite are not covered. Part-time employees are not eligible. Employees already on approved leave continue charging that leave. AWS-scheduled employees are not covered under this policy.

The DOHR Commissioner (based on agency recommendation) has the sole authority to declare a building uninhabitable. Authorized agency personnel may make emergency determinations off-hours but must notify DOHR ASAP and follow up in writing. The policy applies only when the whole county is not closed.

Admin leave/comp time ends when the building is habitable or an alternate site is provided. Without additional DOHR approval, admin leave/comp time cannot exceed 37.5 hours (7.5-hour schedule) or 40 hours (8-hour schedule).
