Yes, for state-sponsored blood drives: employees are on duty for the time needed to donate plus reasonable recovery time. Extra time due to complications is charged to sick, comp, or annual leave.
Employees asked to donate rare/special blood types are on duty for the time required.
Pheresis (platelet) donors may receive administrative leave with pay for the time required, workload permitting. (Platelets may be donated more often than whole blood.)
