What is a Veteran Bypass Letter?

A Veteran Bypass Letter is a written explanation required when an agency passes over an eligible veteran who meets the minimum qualifications for the position and selects an eligible non-veteran.

The reasons become part of the hiring record and are not made available to anyone other than the veteran.

A Veteran Bypass Letter helps ensure compliance with Tennessee’s Veterans’ Preference requirements and documents the reason for the selection decision.

A Veteran Bypass Letter is not required when one eligible veteran is selected over another eligible veteran.

For more information, review DOHR Policy 12-007 Veterans’ Preference.
