Can my supervisor and/or agency deny my request to hold accrued leave while on FMLA?

No, as long as an employee has the number of accrued leave days to hold for the option they are selecting, the request will not be denied. The only time the request may be denied is if the employee does not have an adequate leave balance to cover the amount they have elected to hold.
