Is annual leave transferable between state agencies?

At separation, unused annual leave is paid out (unless gross misconduct). If rehired by the State within 1 year, any accrued, unused annual leave not paid out is reinstated. If terminated for gross misconduct, payout is forfeited and a report is sent to DOHR. (See Chapter 16 for payout method and timing.)
