- Temporary employees with less than 6 months of service
- Employees on educational leave (with or without pay)
- Employees on emergency appointments
- Employees on Division of Claims/Workers’ Comp leave
- Employees on terminal leave
- Employees on military leave without pay
- Employees on special or parental leave without pay
- Seasonal/part-time scheduled for under 1,600 hours in a fiscal year
- Employees paid through the Sick Leave Bank
- Limited-term appointees (e.g., commissioners) — time in the limited-term role may later count to set the correct service group if they move into an eligible position
