When should I mark “Is Receipt” as Yes?

Use Is Receipt = Yes only when the employee gives a replacement document receipt for a lost/stolen/damaged document. This correctly holds the case from routing to the U.S. Department of Homeland Security (DHS) until the real document is presented.

Do not mark “Is Receipt” as Yes when the employee presents:

• I-94 with temporary I-551 (ADIT) stamp + photo, or
• Refugee I-94 (class “RE”/refugee stamp).

Those are treated as List A documents, and you must still create the E-Verify case by Day 3. If you toggle “Is Receipt = Yes” for these, the case won’t route—which is incorrect for E-Verify timing.
