Can HR submit Section 1 of the Paperless I-9 for a new hire?

No. Section 1 of the Paperless I-9 is a self-service section that must be completed by the employee. The Agency I-9 Coordinator cannot submit it on their behalf.

Resolution: The  Agency I-9 Coordinator can either submit a Paper or Special Case I9v for the employee or the employee can submit their own Paperless I9 Section 1.
