Why can’t I attach a List C document in Section 2?

The system is working as designed. List C documents do not need to be attached to the I-9 form. Their data can be recorded in Document Category C. If the Agency I-9 Coordinator or employee wants to attach them, they can do so at the bottom of the I-9 in the “Document Attachments” section.
